According to Times of India and Moneycontrol, the Rajasthan Legislative Assembly passed the Prohibition of Unlawful Conversion of Religion Bill, 2025, in September.
The Bill criminalizes any religious conversion made through “misrepresentation, force, undue influence, coercion, allurement, marriage, or any fraudulent means.”
The penalties are among the harshest in India.
Moneycontrol reports that the punishment includes seven to fourteen years in prison and at least five lakh rupees in fines for unlawful conversion.
Ten to twenty years and ten lakh rupees in fines if the converted person is a minor, a woman, or from a Scheduled Caste or Tribe.
Life imprisonment and up to twenty-five lakh rupees in fines for what is called a “mass conversion.”
The law also makes it mandatory for both the person converting and the one conducting the ceremony to report the conversion to the District Magistrate.
Supporters say it’s about protecting people from exploitation. But one clause has sparked the biggest controversy.

Moneycontrol highlights a key exemption in the Bill: anyone “returning to their ancestral religion” is not considered to be converting.
In plain terms, if your ancestors were Hindu and you “return” to Hinduism, the law says you’re not converting at all.

But if you convert from Hinduism — for example, to Christianity or Islam — the full weight of the law applies.
Critics, cited by Times of India and Moneycontrol, call this a double standard — one that favors reconversion to Hinduism.
Supporters argue it’s about preserving ancestral identity and cultural roots.
For many Christians, it’s not just legal — it’s personal.
