In April of this year, Quebec’s Education Minister Bernard Drainville issued a directive forbidding public schools from designating any area, even informally, for religious practices such as open prayer or “prayer rooms.” His reasoning was simple: “Schools are places of learning and not places of worship.”
The National Council of Canadian Muslims and the Canadian Civil Liberties Association filed a lawsuit in Quebec Superior Court, arguing the ban violates freedom of religion and association as protected under the Canadian Charter.
In June, a judge rejected their request for an injunction (temporary block) against the ban. While recognizing the ban could cause irreparable harm to Muslim students, the court ruled the request lacked urgency—the groups delayed filing until June, after the ban went into effect in early May.
A secularism committee, formed in March and led by legal experts, is reviewing broader secularism rules, including public prayer. Though it did not explicitly recommend banning prayer, it suggested that municipal authorities could regulate it. The Quebec government is planning to introduce legislation this fall to cover public prayer as part of its broader secularism reinforcement initiatives.
Civil rights groups claim that the ban violates multiple fundamental freedom and isolates religious minorities—especially Muslims. Critics claim that secular policies in Quebec often disproportionately target Muslim practices.
