The Chhattisgarh High Court has upheld the validity of hoardings in several tribal villages that ban the entry of pastors and converted Christians.
A division bench — Chief Justice Ramesh Sinha and Justice Bibhu Datta Guru — ruled these signs were not unconstitutional, since they were installed by Gram Sabhas to “protect local culture” and prevent “forcible conversions through allurement or fraud.”
The case began in Kanker district, where at least eight villages put up such banners declaring that pastors and converts were not welcome.
Christian groups challenged the move, calling it discriminatory and a violation of fundamental rights under Articles 14, 19, 21, and 25 of India’s Constitution.
But the High Court dismissed the petition — noting the petitioner hadn’t exhausted all legal remedies — and held that these boards, aimed at preventing “forced conversions,” couldn’t be termed unconstitutional.

A Gram Sabha is a village assembly — the basic unit of local self-government in India, made up of all adult residents of a village.
In tribal regions, these Gram Sabhas have special powers under the Panchayat (Extension to Scheduled Areas) Act, known as PESA.
They’re meant to protect tribal culture, land, and traditions from outside exploitation.
In this case, the villages used their PESA powers to justify the pastor bans — claiming it was a step to guard their culture from “fraudulent conversions.”
The High Court accepted that argument, but critics say it sets a troubling precedent for religious exclusion under the guise of cultural protection.

This ruling could embolden more villages to put up similar signs — especially in India’s tribal belt.
Human-rights advocates warn it risks shrinking the space for free worship and peaceful evangelism, while defenders see it as a way to safeguard indigenous traditions.
