Senate Bill 10 (SB 10), passed in May 2025 and signed by Governor Abbott in June, mandates the display of a framed or posted Ten Commandments (minimum size 16 Γ— 20 inches) in every public school classroom in Texas.

The law specifically mentions the Ten Commandments as part of Texas’s moral and legal heritage, representing Republican lawmakers’ emphasis on traditional values.

US District Judge Fred Biery issued a preliminary injunction blocking SB 10 in 11 school districts, including areas in San Antonio, Austin, Houston, and Dallas, citing First Amendment concerns over religious coercion and violation of separation of church and state.

Attorney General Ken Paxton instructed that all districts not subject to the injunction must comply with SB 10 when it takes effect on September 1, 2025.

He described the federal verdict as “flawed” and vowed to appeal, citing the Ten Commandments as fundamental to America’s legal and moral heritage.

Opponents, including the ACLU, Jewish, Hindu, and interfaith families, claim that the bill violates religious freedom and marginalizes non-Christian students. They argue that public schools should remain neutral on religion, and have filed lawsuits to prevent the rule from being implemented.
