Statement by Ambassador Linda Thomas-Greenfield on U.S.-drafted UN Security Council Resolution on Gaza Ceasefire and Hostage Deal

Today, the United States circulated a new U.S. draft Security Council Resolution supporting the proposal now on the table to end the fighting in Gaza through a ceasefire and hostage deal. Numerous leaders and governments, including in the region, have endorsed this plan and we call on the Security Council to join them in calling for implementation of this deal without delay and without further conditions.

Swift implementation of this deal would enable an immediate ceasefire, the release of hostages, the withdrawal of Israeli forces from populated areas in its first phase, an immediate surge in humanitarian assistance and restoration of basic services, the return of Palestinian civilians to northern Gaza, together with a roadmap for ending the crisis altogether and a multi-year internationally backed reconstruction plan.

Ultimately, it would lead to an end of the war in a manner that ensures Israel’s security and brings immediate relief to the civilians of Gaza.

The Security Council must insist that Hamas accept the deal. Members of the Council have consistently called for the steps outlined in this deal: bringing the hostages home, ensuring a complete ceasefire, enabling a surge of humanitarian assistance into Gaza and in the refurbishment of essential services, and setting the stage for a long-term reconstruction plan for Gaza. Council Members should not let this opportunity to pass by. We must speak with one voice in support of this deal.

The United States said on Monday it wants the United Nations Security Council to pass a resolution supporting President Joe Biden’s proposal to end war between Israel and Palestinian terrorists Hamas in the Gaza Strip.
It distributed a one-page draft text to the council’s 15 members, as viewed by Reuters.

To pass, a resolution must have at least 9 votes and have no vetoes from the United States, France, the United Kingdom, China, or Russia.

The draft urges Hamas to embrace and fully implement the agreement’s terms without delay and without condition.

It additionally “stresses the importance of the parties adhering to the terms of the deal once agreed, with the aim of bringing about a permanent cessation of hostilities.”

The United States’ proposal comes a week after Algeria offered a draft Security Council resolution demanding a Gaza ceasefire, the release of all Hamas hostages, and basically ordering Israel to “immediately halt its military offensive” in Rafah.

On Friday, Biden presented what he described as a 3-phase Israeli proposal for a ceasefire in Gaza in return for the release of Israeli hostages, stating “it’s time for this war to end” and winning a positive initial response from Hamas.

The leaders of the Group of Seven (G7) major democracies announced in a statement that they “fully endorse and will stand behind the comprehensive” ceasefire and hostage release deal.

The foreign ministers of Saudi Arabia, Jordan, the United Arab Emirates, Qatar, and Egypt emphasized the need to “deal seriously and positively.”
