The European Commission, along with 27 international partners, has released a joint statement on the worsening humanitarian crisis in Gaza, warning that suffering has reached “unimaginable levels.”

“Urgent action is needed now to halt and reverse starvation.”
“Humanitarian space must be protected, and aid should never be politicised.”

The EU and its global partners are making an urgent, unified appeal: Gaza’s humanitarian crisis requires immediate and impartial aid access, and the politicization of aid must end.

Key points from the EU-led joint statement on Gaza

According to the statement, Gaza’s humanitarian suffering is now beyond anything seen before. Millions of people are facing life-threatening shortages of food, water, and medical supplies.

Calls for immediate and impartial humanitarian access

Aid convoys, medical teams, and relief shipments must be allowed into Gaza without delay to address the urgent needs for food, water, shelter, and healthcare. The situation is described as life-threatening, with each day of delay increasing the risk of famine, sickness, and preventable deaths.

Humanitarian aid must reach all civilians in need, regardless of political affiliation, location, or side of the conflict. No group or authority should restrict access based on political, military, or ideological reasons.

Aid workers, medics, and humanitarian organizations must be protected from attacks, harassment, or obstruction. Safe corridors must be established to ensure their security while delivering assistance.

All parties to the conflict are urged to respect international humanitarian law—especially rules that protect civilians and ensure the delivery of life-saving aid.

Demand to end the politicization of aid

Humanitarian assistance should only be used to save lives and meet urgent needs — never used as leverage in political or military negotiations. The statement warns against withholding, redirecting, or conditioning aid based on political reasons.

Aid agencies must be able to operate independently of any political agenda. Calls for all parties to respect the neutral, impartial, and humanitarian nature of organizations on the ground.

Assistance must reach all people in need, regardless of which group controls their area or their political affiliations. Denying aid to certain communities is a violation of international humanitarian law.

The statement condemns the practice of using aid as a tool of war — for example, blocking supplies to pressure an opposing side. Emphasizes that food, water, medicine, and shelter are fundamental human rights, not bargaining chips.

Urgent action needed to prevent famine and further civilian suffering

The statement warns that time is running out to prevent a full-scale famine. Calls for large increase in food deliveries, clean water, and medical supplies within days, not weeks.

Demands safe and sustained entry points for aid — including land crossings and maritime/air corridors. Repeated interruptions or delays in aid flow are described as deadly for civilians.

Calls for prioritizing children, pregnant women, the elderly, and the injured, who are most vulnerable to starvation and disease. Warns that malnutrition is already widespread, and health systems are on the verge of collapse.

Appeals to the international community, donors, and regional actors to respond immediately and fund emergency operations. Stresses that without immediate, coordinated action, the humanitarian situation will spiral into irreversible catastrophe.

Joint statement on behalf of 27 partners on aid to Gaza and restrictions facing NGOs

The humanitarian suffering in Gaza has reached unimaginable levels. Famine is unfolding before our eyes. Urgent action is needed now to halt and reverse starvation. Humanitarian space must be protected, and aid should never be politicised.

However, due to restrictive new registration requirements, essential international NGOs may be forced to leave the Occupied Palestinian Territories imminently which would worsen the humanitarian situation still further. We call on the government of Israel to provide authorisation for all international NGO aid shipments and to unblock essential humanitarian actors from operating. Immediate, permanent and concrete steps must be taken to facilitate safe, large-scale access for the UN, international NGOs and humanitarian partners. All crossings and routes must be used to allow a flood of aid into Gaza, including food, nutrition supplies, shelter, fuel, clean water, medicine and medical equipment. Lethal force must not be used at distribution sites, and civilians, humanitarians and medical workers must be protected.

We are grateful to the US, Qatar and Egypt for their efforts in pushing for a ceasefire and pursuing peace. We need a ceasefire that can end the war, for hostages to be released and aid to enter Gaza by land unhindered.
