The US-drafted statement calls on Hamas to adopt a cease-fire agreement announced by President Joe Biden on May 31 and already accepted by Israel.
Adopted by a huge majority with 14 votes in favor and Russia abstaining (choosing not to use its veto power), the resolution also urges both parties to fully implement the terms of the proposal “without delay and without condition.”
Following the voting, Russia’s Permanent Representative told the Council that there was a lack of clarity about what Israel had agreed to in the resolution, leaving too many issues unresolved for Moscow to provide its support.
THREE-PHASE APPROACH:
The motion proposes a 3-phase approach to secure a lasting and comprehensive end to the war.
Phase #1:
Involves a “immediate, full, and complete ceasefire with the release of hostages including women, the elderly and the wounded, the return of the remains of some hostages who have been killed, and the exchange of Palestinian prisoners” .
It calls for the withdrawal of Israeli forces from “populated areas” of Gaza, the return of Palestinians to their homes and neighborhoods throughout the enclave, including the north, and the safe and effective distribution of humanitarian aid on a large scale.
PHASE #2:
Would see a permanent end to hostilities “in exchange for the release of all other hostages still in Gaza, and a full withdrawal of Israeli forces from Gaza”.
PHASE #3:
“a major multi-year reconstruction plan for Gaza” would commence, and any deceased hostages remaining in the Strip would be returned to Israel.
The Council also emphasized the proposal’s provision that if Phase #1 negotiations run longer than six weeks, the ceasefire will be extended for the duration of the negotiations.
NO TERRITORIAL CHANGE:
The resolution states that the Security Council rejects any attempt at demographic or geographical change in the Gaza Strip, including any acts that limit the enclave’s boundaries.
The text also reiterates the Council’s “unwavering commitment” to the goal of a 2-State solution in which 2 democratic states, Israel and Palestine, coexist peacefully within secure and recognized boundaries in accordance with international law and relevant UN resolutions.
The resolution stated:
“In this regard stresses the importance of unifying the Gaza Strip with the West Bank under the Palestinian Authority.”
HAMAS MUST ACCEPT DEAL: US
According to US Ambassador Linda Thomas-Greenfield, the fighting could stop today if Hamas accepts to the Security Council-approved accord.
Ambassador Linda Thomas-Greenfield of the United States addressed the Security Council on the situation in the Middle East, especially the Palestinian question.
Hamas should now understand that the international community is “united behind a deal that will save lives and help Palestinian civilians in Gaza begin to rebuild and heal. United behind a deal to reunite hostages with their families after eight months in captivity.”
Ambassador Thomas-Greenfield stated that there is now an opportunity to chart a new course, and that the US will assist in ensuring that Israel meets its duties, “assuming Hamas accepts the deal.”
Today marks the 4th Security Council resolution emphasizing that the only way to break the cycle of violence is “through a political settlement,” she said.
ISRAEL: WAR AIMS UNCHANGED:
Israel’s Representative, Reut Shapir Ben Naftaly, stated that her country’s goals have been “very clear” since October 7: “to bring all our hostages back home and to dismantle Hamas’ capabilities… and ensure that Gaza does not pose a threat to Israel in the future.”
Reut Shapir Ben-Naftaly, Israel’s Minister Counselor and Political Coordinator, addressed the Security Council meeting on the situation in the Middle East, including the Palestinian conflict.
“As we have echoed several times in this very chamber, once these goals are met, the war will end,” she added, noting that 120 hostages are still held captive and that Hamas continues to fire rockets into Israeli towns and cities.
She urged for more pressure on Hamas, adding that despite 3 Security Council resolutions calling for the release of hostages, none have been freed.
“The pressure on the terrorists should have begun long ago but it is still not too late, it must begin now.”
“We will continue until all of the hostages are returned and until Hamas’ military and governing capabilities are dismantled.”
“Israel will not engage in meaningless and endless negotiations which can be exploited by Hamas as a means to stall for time.”
